The public catering company “Zaliva – 47” in Varna, owned by Plamenka Dimitrova, a key witness in the bribery investigation against Varna Mayor Blagomir Kotsov, stole electricity worth BGN 26,766, ZA ISTINATA has learned. This is clear from a decision by the Varna District Court dated May 25, 2023.
Dimitrova became famous for accusing Varna Mayor Blagomir Kotsov of soliciting a bribe without presenting any evidence, which led to his arrest on July 8.
The court’s arguments make it clear that Dimitrova had bypassed the electricity meter at one of her restaurants.
She claimed in court that the company did not owe “Elektrorazpredelenie Sever” the sum of BGN 26,766, for which an invoice was issued on October 4, 2022, charged for the period July 1 to September 28, 2022.
The magistrates rejected the appeal and ordered her to pay BGN 3,600 in legal costs.
The ruling states that an inspection of the electricity distribution company found an illegal connection to the grid via an aluminum cable, which meant that her consumption was not being measured and she was not paying for it.
As can be seen from the attached correction report dated September 29, 2022, 41,454 kWh were charged for the period July 1 to September 28, 2022.
The decision of the Varna District Court was issued on May 25, 2023. Dimitrova appealed again to the Court of Appeals and the Supreme Court, but her claim was rejected again.
