With only one bid submitted, 66 out of a total of 147 public procurement contracts awarded by Nedelino Municipality between October 2020 and July 2026 were signed. Their total value reaches €8.49 million, or nearly BGN 16.61 million, according to data from the SIGMA platform of the Ministry of Innovation and Digital Transformation.
This means that almost every second contract — 45% of all contracts — was awarded without competition between two or more bidders.
By value, single-bid contracts account for 37.7% of Nedelino Municipality’s entire procurement spending.
Six contracts, six sole bidders
The company of Municipal Council chairman ET “Vesdan-81 – Veselin Kehayov” has six contracts with Nedelino Municipality worth a total of €175,921, or around BGN 344,000.
In every case, only one bid was submitted.
The first two contracts date from November 2020 and concern winter maintenance of two road sections. Each is worth €7,626.
Two more contracts for snow clearing and gritting were signed in October 2021, again for €7,626 each.
They were followed by a winter maintenance contract signed in November 2022, worth €22,205.
The largest contract dates from July 2023 — €123,211 for the construction of a retaining wall to reinforce Napredak Street in Nedelino.
SIGMA categorises it as “directly/without notice”, with a single bid also recorded.
All six contracts were signed before Veselin Kehayov was elected chairman of the Municipal Council.
Millions awarded with a single bidder
All three contracts of EMT Stroy Ltd were awarded with only one bidder. Their combined value is €1.53 million.
The same applies to three contracts awarded to Geops Ltd, worth €1.28 million, and three contracts to Mishelstroy Group Ltd, worth €464,000.
The only contract awarded to Infra Expert AD is worth just over €2 million and was also signed following a single bid.
Its subject is the reconstruction of the Nedelino–Kozarka–Varlino road.
Mladenov Stroy 95 has six contracts worth €684,000, five of which involved only one bidder.
Ecosol Bulgaria, Stil-96, Elenka-64, Ruma-Stroy and other contractors each have two contracts awarded with a single bid.
Nearly €6 million awarded without prior notice
SIGMA places 12 contracts worth a total of €5.98 million in the “directly/without notice” category.
They account for 26.54% of the value of all public procurement contracts awarded by the municipality.
Among them are the two largest individual contracts in the dataset.
Venigaz Ltd received €2.71 million for the reconstruction of the municipal road to the village of Elenka.
Infra Expert was awarded just over €2 million for the Nedelino–Kozarka–Varlino road.
These two contracts alone are worth a total of €4.72 million.
Together, they account for almost 21% of the value of all 147 contracts awarded by the municipality over the nearly six-year period.
Seven contractors receive 72% of the money
The lack of competition in Nedelino is accompanied by a significant concentration of public funds.
Although SIGMA records 50 different contractors, the seven largest recipients received 72.42% of all the money.
At the top is Grafena Group Ltd with 11 contracts worth €5.54 million — almost a quarter of the entire financial volume.
It is followed by Venigaz with €2.71 million, Infra Expert with €2.01 million, GTI 2008 with €1.96 million, EMT Stroy with €1.53 million, Gochev Stil with €1.29 million and Geops with €1.28 million.
The five largest contractors received 61% of the funds.
The top ten account for more than 81%, leaving less than 19% of the total value for the remaining 40 contractors.
