One company has been winning public transport contracts in Kaolinovo municipality for 10 years

The same transport company has been winning the public procurement contracts of the Kaolinovo municipality for the transportation of kindergarten workers from the region for (at least) 10 years. Since 2016, the procedure for selecting a contractor for this activity has been held every two years and has invariably been won by the sole proprietorship “Deni Trans 2012” EOOD registered in Kaolinovo, a reference to the public procurement register shows.

The register includes data on municipal tenders from 2015 to date (there are no public data before this period). Since 2016, the mayoral administration in Kaolinovo has conducted a total of 5 procedures for the assignment of transportation for kindergarten workers. In 4 of the announced tenders, the company “Deni Trans 2012” was the only candidate. In 2021 alone, two participants appeared in the competition, but the public procurement was again won by “Deni Trans 2012”, and the second candidate was removed by the competition committee due to inconsistencies in the documentation, as is clear from the published minutes of the committee.

The last procedure for the transportation of employees and pedagogical staff to kindergartens in the municipality of Kaolinovo was announced in May 2025, and in June a municipal competition committee determined the sole participant as the winner – the company “Deni Trans 2012”. The order has an estimated value of 452,820 leva including VAT and is for a period of 24 months.

The selected carrier must transport the kindergarten staff on three route lines: Line No. 1 – Shumen – Tsarev Brod – Dolina – Kus district – Kaolinovo – T. Ikonomovo – Kaolinovo and back, Line No. 2 – Shumen – Dolina – Kaolinovo – T. Ikonomovo – Kaolinovo – Pristoe – Gusla – Zagoriche and back and Line No. 3 – Zagoriche – Branichevo – Pristoe – Kliment – Naum – Tkach – Kaolinovo and back.

The first line has a route length of 134 kilometers, and transportation along it is carried out at 6:50 a.m. from Shumen to Kaolinovo and at 4:35 p.m. back. On this route, the municipality requires that a bus with at least 26 seats be provided, due to the number of passengers.

The second route is 158 km long and transportation along it is carried out in two shifts. The first shift departs at 6 a.m. from Shumen to the village of Zagoriche and at 1 p.m. back, and the second shift departs at 10:30 a.m. from Shumen and at 6 p.m. on the return route. On this line, the requirement is for a bus or minibus with at least 14 seats.

The third route line is the shortest – a total of 48 km. Transportation along it is carried out once a day – at 7:15 a.m. from the village of Zagoriche to Kaolinovo and at 4:35 p.m. back. This line also requires a minibus with at least 14 seats.

The price for transportation is determined per kilometer and depends on the number of seats in the buses. The municipality has set an upper limit of 2.70 BGN /VAT included/ per kilometer for vehicles with more than 22 seats and 2.64 BGN per km for minibuses up to 22 seats.

The company “Deni Trans 2012” offers prices close to the maximum – 2.68 BGN for buses with more than 22 seats and 2.62 BGN for minibuses. The total value of the unit prices per kilometer is 5.29 BGN.

After reviewing the documents of the sole candidate, the commission found that there was no proposed price that was 20% more favorable than the estimated one, therefore it accepted the offered price for the service. So far, there has been no contract published on the website of the Kaolinovo municipality with the selected company.

During the previous period, from 2023 to 2025, the company “Deni Trans 2012” fulfilled the same order of the Kaolinovo municipality, which at that time was worth 381,311 leva. The company is owned by Deniz Shukriev and was established in 2012 with 2 leva capital. In 2021, according to the commercial register, the company had 312,000 leva turnover and 6 employees.
