Kaolinovo Municipality is set to spend more than €52,000 on the urgent resurfacing of just 336 square metres of road in the village of Zagoriche. The work will be carried out on Vela Piskova Street and will cost an average of €156 per square metre. This is by far the most expensive section among the nine streets in five Kaolinovo villages earmarked for urgent repairs.
The €255,726 needed to repair the nine streets was approved unanimously by Kaolinovo municipal councillors at an extraordinary session in July. The money will come from the municipality’s earmarked capital expenditure subsidy for 2026.
Under a Council of Ministers decree, municipalities may reallocate part of this targeted subsidy by submitting a request to the government by 31 July, provided there is a corresponding decision by the municipal council.
Vela Piskova Street is by far the most expensive
The roads approved for urgent repairs in Kaolinovo Municipality are:
Detelina Street, Branichevo – €26,054 for 682 sq m, or €38 per sq m.
Batak Street, Branichevo – €43,202 for 1,120 sq m, or €43 per sq m.
Belasitsa Street, Branichevo – €21,187 for 532 sq m, or €39 per sq m.
Ticha Street, Gusla – €21,803 for 1,332 sq m, or €16 per sq m.
Hristo Botev Street, Zagoriche – €13,166 for 540 sq m, or €25 per sq m.
Vela Piskova Street, Zagoriche – €52,512 for 336 sq m, or €156 per sq m.
Milin Kamak Street, Pristoe – €18,227 for 1,017 sq m, or €18 per sq m.
Dunav Street, Sredkovets – €20,331 for 455 sq m, or €44 per sq m.
Maritsa Street, Sredkovets – €38,844 for 507 sq m, or €76 per sq m.
Vela Piskova Street therefore stands out sharply from the rest.
Its unit cost is almost twice that of the second-most expensive section, Maritsa Street in Sredkovets, at €76 per square metre.
At the other end of the scale is Ticha Street in Gusla, where the planned repair costs €16 per square metre.
The mayor: the streets have not been repaired for more than 30 years
Kaolinovo Mayor Nida Ahmedov justified the request to reallocate earmarked funds by pointing to the poor condition of the roads.
According to his report to the councillors, the streets were built more than 30 years ago.
Ahmedov argues that urgent patching is the only realistic option because the municipality does not yet have an adopted annual budget. He expects it to be approved in the second half of the year, leaving insufficient time to complete major capital projects before the end of 2026.
A full reconstruction of the nine streets would cost more than €1 million and would require at least 12 months just for design and approval procedures, Ahmedov says.
Urgent repairs, by contrast, could be completed within three to four months.
The mayor also argues that sealing the roads with a new asphalt layer during the current repairs should extend the remaining service life of the pavements by approximately five to seven years.
Another 11 streets are also being repaired
The councillors also approved the urgent repair of another 11 streets in the villages, this time using funds from the 2025 budget carry-over.
A total of €288,381 will be spent on patching and resurfacing:
Aurora Street, Doyrantsi – €28,588 for 708 sq m, or €40 per sq m.
Balkan Street, Doyrantsi – €12,113 for 300 sq m, or €40 per sq m.
Dobri Voynikov Street, Kliment – €8,600 for 880 sq m, or €9.7 per sq m.
Tsar Kaloyan Street, Kliment – €18,775 for 1,043 sq m, or €18 per sq m.
Kmetstvo Street, Lyatno – €20,470 for 596 sq m, or €34 per sq m.
Maritsa Street, Naum – €22,752 for 240 sq m, or €94 per sq m.
Sheynovo Street, Sini Vir – €34,819 for 783 sq m, or €44 per sq m.
Georgi Bakalov Street, Todor Ikonomovo – €18,227 for 213 sq m, or €85 per sq m.
Velchova Zavera Street, Todor Ikonomovo – €23,099 for 465 sq m, or €49 per sq m.
Kozloduy Street, Todor Ikonomovo – €9,690 for 507 sq m, or €19 per sq m.
Shipka Street, Tukach – €46,028 for 455 sq m, or €101 per sq m.
Dunav Street, Tukach – €45,220 for 580 sq m, or €78 per sq m.
The figures show substantial differences in the cost per square metre, with some sections costing several times more than others.
The most striking example remains Vela Piskova Street in Zagoriche, where the municipality plans to spend more than €52,000 on only 336 square metres of road surface.
