
Five companies received the “lion’s share” – nearly 80% – of the money spent on construction in Kaolinovo Municipality over the past five years. The figures come from Sigma, a platform that tracks how state institutions and local authorities spend taxpayers’ money through public procurement.
Between 2021 and 2026, Kaolinovo Municipality spent €8.9 million on construction. Of that amount, €6.8 million went to five companies: Avtomagistrali Cherno More, Pat Konsult, Buildstroy-KO, Road Maintenance Novi Pazar and E-Plant.
The leading contractors
With three contracts worth a combined €1.9 million, Shumen-based Avtomagistrali Cherno More is the undisputed leader among Kaolinovo’s top construction contractors.
Over the past five years, the company received 21% of all construction spending by the municipality.
Second is the Razgrad-based Pat Konsult, which has signed 10 contracts with Kaolinovo Municipality worth a total of €1.7 million.
The company has a strong presence across the wider Deliorman region. During the same period, it also received 14 contracts from neighbouring Venets Municipality worth €1.6 million.
With seven contracts worth €1.4 million, the Novi Pazar-based Buildstroy-KO ranks third among the municipality’s largest construction contractors.
Sigma data show that Kaolinovo Municipality was the company’s largest client over the past five years, accounting for 29% of its revenue.
In fact, Buildstroy-KO could be considered the unofficial leader among Kaolinovo’s major construction contractors, because in 2024 it won four additional contracts from the municipality as part of a consortium, worth a combined €659,000.
The consortium, Build Stroy Kaolinovo, is registered at the same address in Novi Pazar and has the same manager, Plamen Petkov, as Buildstroy-KO.
Build Stroy Kaolinovo carried out an EU-funded project involving the reconstruction of four streets in the villages of Branichevo, Gusla and Sini Vir, as well as in Kaolinovo itself.
Another Novi Pazar-based company, Road Maintenance Novi Pazar Ltd, signed six contracts with Kaolinovo Municipality over the past five years worth a total of €1.1 million.
The latest contract awarded to the company concerns the replacement of water pipes along two streets in Sini Vir. The contract, signed in 2025, was worth €262,000.
Another major contractor in Kaolinovo is the Shumen-based E-Plant consortium, which is linked to former regional governor and current municipal councillor Vladimir Yolov.
With a single contract worth €712,000, the company ranks fifth among the municipality’s top construction contractors.
It is followed by the Varna-based Riss Ltd, which received a total of €467,000 through six contracts for repairs to kindergartens, healthcare facilities and other municipal properties.
Notably, all six contracts were awarded to the company through procedures based on collecting offers.
€15.6 million in public procurement
Between January 2021 and May 2026, Kaolinovo Municipality spent €15.6 million in public funds on public procurement.
EU funding accounted for 12% of the total.
The seven largest contractors received more than €9 million, or around 60% of all public procurement spending by Kaolinovo Municipality during the period covered by the Sigma data.
Besides the five major construction companies, the municipality’s largest contractors also include energy supplier CEZ Trade Bulgaria and the Sliven-based K&V, each with contracts worth approximately €1.2 million.
K&V supplies food under Kaolinovo Municipality’s “Hot Lunch” programmes. Its latest contract was signed in 2025 and is worth €440,000.
