
The same companies continue to win the major contracts awarded by Venets Municipality, which has spent €11.8 million on public procurement over the past five years for a range of activities. More than 70% of this money has gone to construction, which is why several construction companies dominate the top 10 list of the municipality’s largest contractors.
The figures come from the Sigma system, based on public procurement spending by Venets Municipality between 2020 and 2026.
During this period, the small Deliorman municipality signed 173 public procurement contracts worth a total of €11.8 million. More than 13% of the funding came from the EU through various programmes, while the remainder came from the national and municipal budgets.
Who gets the big contracts from Venets Municipality?
The municipality’s top contractors are dominated by construction companies from northeastern Bulgaria.
The Razgrad-based company Pat Konsult Ltd is the undisputed leader. Over five years, it received a total of €1.6 million from Venets Municipality through 14 construction contracts. That represents almost 14% of all public procurement funds paid out by the municipality.
Sigma data show that over the same five-year period, Pat Konsult signed 144 contracts with municipalities across Bulgaria and won nearly BGN 15 million worth of public contracts.
In addition to Venets, the company has also won major contracts from another Shumen-region municipality, Kaolinovo, where it received €1.7 million through 10 public procurement procedures.
Second in the ranking is the Build-Plant consortium, comprising Buildstroy-KO and E-Plant Ltd.
The latter company is owned by the wife of Shumen municipal councillor Vladimir Yolov.
With just one contract, signed in October 2024, the Build-Plant consortium secured €1.1 million – 9.3% of all public procurement funds spent by Venets Municipality in recent years.
The contract concerns landscaping and improvement of the grounds of Nikola Vaptsarov Secondary School in Venets.
In fact, this was the second stage of the school’s renovation. The first stage involved repairing the roof and classrooms.
The company owned by municipal councillor and former, albeit briefly serving, regional governor Vladimir Yolov appears to enjoy a favourable position in Venets Municipality, winning other substantial contracts with different partners.
E-Plant also participates in the E Stroy consortium, which ranks third among the municipality’s largest contractors.
Between August 2024 and June 2025, E Stroy signed three contracts with Venets Municipality worth a combined €963,000. That represents 8.2% of all public procurement spending by the municipality during the five-year period.
Alongside E-Plant, the consortium includes Stroy Perfect.
The three contracts, worth almost €1 million in total, cover the construction of a multifunctional hall in the village of Bortsi up to shell stage (€326,000), construction of the same hall from the shell stage onwards (€412,000), and energy-efficiency measures at the kindergarten in the village of Osenovets (€225,000).
The fourth-largest contractor, accounting for 7.2% of Venets Municipality’s public procurement spending, is the AM Invest consortium, comprising Avtomagistrali Cherno More and Investitsionno Proektirane Ltd.
With a single €844,000 contract, the two companies received more than 7% of the municipality’s procurement spending.
The contract was signed in December 2024 and covers engineering services – design, construction and author supervision – for the renovation of Kiril i Metodiy Street in Venets.
Next in the ranking is Trans-Stroy Build Ltd, registered in Aksakovo.
The company has won a total of €541,000 from Venets Municipality through four construction contracts. Three of them were awarded under a procedure for collecting offers, according to Sigma.
Two contracts signed in April 2023 concern the renovation of the village wedding hall in Yasenkovo.
Under the first, the Aksakovo-based company received €115,000 to build a canopy for the hall. Under the second, it received another €64,000 for the renovation of the building itself.
A third contract, again awarded through a call for offers in April 2024, covered emergency restoration works at the mayor’s office in the village of Izgrev, for which Venets Municipality paid €153,000.
Over the past five years, the company from Aksakovo has won a total of 28 contracts with municipalities and schools.
The sixth-largest contractor is Odessosstroy Ltd, based in Vetrino.
Under a single contract signed in January 2023, the company received €538,000, or 4.6% of the municipality’s total public procurement spending.
The contract covered the reconstruction of municipal roads in Venets Municipality along the Venets–Drentsi section.
Seventh in the ranking is the Stroy-G–Venets consortium, comprising Buildstroy-KO, Stroy Perfect and Pride G AD.
With two contracts for road repairs, the consortium received €503,000, or 4.3% of Venets Municipality’s procurement spending.
Both contracts were signed on 29 March 2024.
One, worth €224,000, covers the rehabilitation of Yavorov Street, section 2 of Dunav Street and Khan Asparuh Street in Venets.
The other, worth €279,000, concerns the repair of Yavor Street, section 2, in Yasenkovo.
Another of the municipality’s major contracts is for road repairs in the villages of Yasenkovo, Boyan and Kapitan Petko.
The contract, signed in June 2021, is worth €482,000 and was awarded to the Palamara consortium, comprising Avtomagistrali Cherno More and Via Pro Engineering.
Another major contract, worth more than €440,000, covers the repair of two streets in the village of Bortsi.
It was signed in March 2024 with the construction Pride G consortium, which includes familiar participants: Buildstroy-KO, Stroy Perfect and Stroy-G–Venets.
