Only one company has submitted documents under the public procurement announced by the Kaolinovo municipality for winter maintenance and snow removal of the fourth-class roads in the area.
For the municipal road network with a total length of 44 km, the Kaolinovo administration has set a maximum estimated price of 227,101.52 BGN (excluding VAT)
Only one candidate has submitted documents under the announced procedure, and on the last day of the deadline, it is clear from the public procurement register. The only participant is the Razgrad company “Road Consult” OOD, which submitted a price offer exactly at the price announced by the municipality – 227,101.52 BGN. The company was established in 1999 and, according to the latest public data as of 2021, had 11 million BGN in turnover and 111 employees.
The public procurement has been announced for a period of 12 months for winter maintenance and snow removal of municipal roads – IV class on the territory of the municipality of Kaolinovo. The main activities that the selected contractor must perform are snow removal of roads, clearing of snow banks, drifts and snow drifts, securing roads against slipping using mineral materials and chemicals, snow protection of roads by cutting down bushes and machine mowing of lawns, preparation of roads for operation in winter conditions.
Several conditions are set for the participants in the procurement: in the last 3 years they must have performed similar activities – winter maintenance and snow removal of roads, as well as have certain equipment: a rotary snowplow, two vehicles with a snowplow system, a sand spreader, a motor grader and a front-end loader.
The offer of the company “Road Consult” indicates a price for snow removal with a rotary snowplow of 292 BGN per kilometer, and for snow removal with a rake – 208 BGN per kilometer. Securing the road surface by spreading mineral materials, including the materials, will cost 185 BGN per kilometer, and when using chemicals it will be 193 BGN per km
To date (18:00 on 15.01.2025 – b.r.) there is no contract published in the electronic register with the company “Road Consult” for winter maintenance of roads in the municipality of Kaolinovo.
Last year, winter maintenance in Kaolinovo was also entrusted to the Razgrad company “Road Consult”. In 2024, the municipality paid 10% less for snow removal – the announced public procurement was for 203,940.90 leva excluding VAT.
At that time, another company – Shumen-based Patishta AD – participated in the tender, but the municipal commission chose Pat Consult. Both companies submitted identical price offers – 203,940 leva.
